2016 Beijing-Tianjin-Hebei Distributed Photovoltaic Development Forum Successfully Held in Beijing

The forum focused on distributed photovoltaic applications by key energy-using entities and roof-owners of industrial and commercial enterprises to conduct focused discussions. It conducted an in-depth analysis of the latest distributed photovoltaic policies and subsidies in the Beijing-Tianjin-Hebei region, and coordinated and innovated with relevant institutions of financial institutions. Explore new models for distributed photovoltaic applications. In his speech, Wei Yurui pointed out in his speech that China has attached great importance to the development of the photovoltaic industry. Since the State Council promulgated “Some Opinions on Promoting the Healthy Development of the Photovoltaic Industry” in 2013, China has introduced a series of photovoltaic power generation industry and market incentive policies, which have formed Various levels of solar photovoltaic power generation policy systems such as planning goals, electricity prices, finance and taxation, land, finance, grid integration, technical standards, and industrial guidance. In the context of national policy support, the Beijing-Tianjin-Hebei region needs to seize the opportunity to develop photovoltaics, especially distributed photovoltaics. The Beijing-Tianjin-Hebei region already has four conditions for vigorously developing photovoltaic power stations: First, it is in line with industrial policies. The Jing-Jin-Ji region, as the most economically viable region in the future, should be at the forefront of the country; second, the natural conditions are superior. The Tianjin-Jin area is an area where China’s light resources are rich. In Hebei alone, annual radiation reaches 145-1,700 kWh per square meter. Third, the area is relatively vast. The mountains, plateaus, etc. in the Yanshan, Taihang Mountain, and Bashang areas of the Beijing-Tianjin-Hebei area In the vast plain areas, there are many sites that are very suitable for the development of photovoltaic power stations. Fourth, the construction costs have decreased, which provides favorable conditions for the large-scale construction of distributed photovoltaic power stations.

 

In his speech, Deputy Director Li Yong also stated that the development of green low-carbon energy has become a viable solution to global climate change and an important task in implementing the Paris Climate Change Agreement. The Investment Promotion Bureau will give full play to the related functions of the investment promotion of the energy industry, promote the development of the distributed photovoltaic industry under the guidelines of the "Beijing-Tianjin-Hebei Coordinated Development Plan," and increase efforts to promote the transformation and upgrading of the economic and technological development zones in the Beijing-Tianjin-Hebei region. , to guide energy-consuming enterprises in the park and distributed photovoltaic roof resource owners to achieve mutually beneficial cooperation. In addition, the Investment Promotion Bureau will actively establish communication and coordination mechanisms between industrial parks and financial institutions, innovate investment and financing models, and promote the application of new financing methods such as financial leasing, asset securitization, and financing of power station assets, and strive for early application in the Beijing-Tianjin-Hebei region. Form an effective market mechanism that targets distributed photovoltaic power plants.

 

As a mainstream clean energy utilization mode, distributed photovoltaic power generation has the characteristics of mature technology products, short construction period, convenient application and high investment return rate, and is a promising investment project. The key energy-using units generally have larger roofs and higher energy consumption, which is the best carrier for the construction of distributed photovoltaic power plants. The construction of distributed photovoltaic power plants can bring about good investment returns for enterprises while also enabling enterprises to Energy-saving emission reduction, low-carbon environmental protection, and social responsibility bring more spillover value.
