In order to promote the construction and application of distributed photovoltaics in key energy consuming units and other enterprises in the Beijing Tianjin Hebei region, assist key energy consuming units in further energy conservation and efficiency improvement, and promote sustainable development, the Beijing Energy Conservation and Environmental Protection Center, the Investment Promotion Bureau of the Ministry of Commerce, the Beijing Energy Society, and the Energy Conservation and Environmental Protection Magazine jointly hosted the "2016 Beijing Tianjin Hebei Distributed Photovoltaic Development Forum" on November 21-22, 2016.

This forum will focus on discussing distributed photovoltaic applications for key energy consuming units and rooftop owners of industrial and commercial enterprises. We will conduct in-depth analysis of the latest distributed photovoltaic policies and subsidies in the Beijing Tianjin Hebei region, engage in dialogue and collaborative innovation with relevant financial institutions, and jointly explore new models of distributed photovoltaic applications. Wei Yurui, Deputy Director of the Beijing Energy Conservation and Environmental Protection Center, Li Yong, Deputy Director of the Investment Promotion Bureau of the Ministry of Commerce, Zhang Zhiyong, Director of the Technical Promotion Department of the State Administration of Government Affairs, Wang Jin, Director of the International Energy Research Institute of the International Cooperation Center of the National Development and Reform Commission, leaders of the Beijing Tianjin Hebei energy regulatory department, and representatives of photovoltaic enterprises such as Jingao Solar Energy, Leye Photovoltaic, Jiulang New Energy, Nengjinyun, Guruiwatt, Ningbo Jinlang, Dongrun Huaneng, Jin Hongtai, Tongwei New Energy, Gudewei, Energy Magic Cube, as well as insurance, banking, photovoltaic power investment alliances, and more than 300 key energy consuming units attended the meeting.

Vice Director Wei Yurui pointed out in his speech that China attaches great importance to the development of the photovoltaic industry. Since the State Council issued the "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry" in 2013, China has introduced a series of photovoltaic power generation industry and market incentive policies, forming a multi-level solar photovoltaic power generation policy system that covers planning goals, electricity prices, finance and taxation, land, finance, grid connection, technical standards, and industry guidance. Against the backdrop of national policy support, the Beijing Tianjin Hebei region needs to seize opportunities and vigorously develop photovoltaics, especially distributed photovoltaics. The Beijing Tianjin Hebei region currently has four conditions for vigorously developing photovoltaic power stations: firstly, it complies with industrial policies. As the most economically dynamic region in the future, the Beijing Tianjin Hebei region should be at the forefront of the country; Secondly, the natural conditions are superior. The Beijing Tianjin Hebei region is a region with abundant light resources in China, with an annual radiation amount of 1450-1700 kilowatt hours per square meter in Hebei alone; Thirdly, the region is relatively vast, with many suitable sites for developing photovoltaic power stations in mountainous areas such as Yanshan, Taihang, Bashang, plateau, and vast plain areas in the Beijing Tianjin Hebei region; The fourth is the decrease in construction costs, which provides favorable conditions for the large-scale promotion of the construction of distributed photovoltaic power stations.

Vice Director Li Yong also stated in his speech that developing green and low-carbon energy has become a feasible solution to address global climate change and an important task in implementing the Paris Climate Change Agreement. The Investment Promotion Bureau will fully leverage its relevant functions in promoting investment in the energy industry, promote the development of distributed photovoltaic industry under the guidance of the Beijing Tianjin Hebei Collaborative Development Plan, increase efforts to promote the transformation and upgrading of the Beijing Tianjin Hebei Economic and Technological Development Zone, and guide energy consuming enterprises and distributed photovoltaic roof resource owners in the park to achieve mutually beneficial cooperation. In addition, the Investment Promotion Bureau will actively establish a communication and coordination mechanism between industrial parks and financial institutions, innovate investment and financing models, promote the application of new financing methods such as financing leasing, asset securitization, and power station asset financing guarantees, and strive to form an effective market mechanism with distributed photovoltaic power stations as investment targets in the Beijing Tianjin Hebei region as soon as possible.

Distributed photovoltaic power generation, as a mainstream clean energy utilization method, has the characteristics of mature technical products, short construction cycle, convenient application, and high investment return rate, making it a highly promising investment project. Key energy consuming units generally have larger roofs and higher energy consumption, making them the best carrier for building distributed photovoltaic power stations. Building distributed photovoltaic power stations not only brings good investment returns to enterprises, but also brings more spillover value in energy conservation, emission reduction, low-carbon environmental protection, social responsibility, and other aspects.

At this forum, the attending guests expressed optimism about the development of distributed photovoltaics in the Beijing Tianjin Hebei region, and sincerely hoped that the region could build and utilize distributed photovoltaics well, fully leverage the role of distributed photovoltaics in the green and harmonious development of the ecological environment in the Beijing Tianjin Hebei region, and promote the coordinated development of ecology in the Beijing Tianjin Hebei region.
