Twelve Questions on Photovoltaic Poverty Alleviation
1、 What are the implementation targets of photovoltaic poverty alleviation?
There are two types of implementation targets: first, poverty-stricken villages with no collective economic income or weak collective economy and lack of resources; The second is impoverished households without labor, resources, and stable sources of income.
2、 What are the ways of photovoltaic poverty alleviation?
One is to combine the renovation of dilapidated buildings, relocation from other places, and directly build photovoltaic power stations on the roofs of impoverished households; The second is to build on the roofs, front and back floors of impoverished households separately; Thirdly, concentrated site selection and construction of small-scale distributed photovoltaic power stations in poverty-stricken villages, with impoverished households participating in the sharing; The fourth is to combine with modern agricultural facilities, such as sightseeing agriculture, photovoltaic agriculture greenhouses, etc; The fifth is to build large-scale ground power stations in poverty-stricken areas.
3、 How can photovoltaic poverty alleviation benefit impoverished households?
Firstly, by investing poverty alleviation funds, we can help impoverished households build photovoltaic power stations, with all property rights and benefits belonging to them; The construction of photovoltaic power stations in poverty-stricken villages, with the proceeds used for village level public welfare expenditures, indirectly benefiting impoverished households; Construct large-scale ground centralized photovoltaic power stations and modern photovoltaic agriculture, establish a mechanism for linking interests with impoverished households through land transfer, collection of photovoltaic poverty alleviation funds, and participation in dividends.
4、 What are the photovoltaic poverty alleviation measures available to impoverished villages and households?
Policy wise: Increase the price of distributed photovoltaic power generation to the same level as the price of centralized photovoltaic power generation; Simplify the application and approval procedures for photovoltaic poverty alleviation power stations, and establish a green channel for the county power supply company. Multiple flat processing procedures, such as data collection, on-site investigation, development of access plans, and installation and grid connection of electricity meters, will be carried out at the township and village level. Efforts will be made to implement early power generation and benefits for villages and households.
In terms of funding: Village level Chuangfu Company will be established at the village level, with subsidized loans provided by the county level to help impoverished villages establish village collective economic photovoltaic power stations. Impoverished villages can enjoy partial poverty alleviation funding support. Poor households raise one-third of their own funds, while the remaining funds are provided by government support or social donations; Special poverty-stricken households with special difficulties can raise part of their own funds through mutual aid funds, small loans and other means, and the county finance provides interest subsidies.
In terms of operational support: the county has established a photovoltaic poverty alleviation fund; Establish a photovoltaic poverty alleviation operation and maintenance mechanism; Purchase insurance for photovoltaic equipment in poverty-stricken villages and households to alleviate the worries of later operation and maintenance of photovoltaic power generation.
5、 What is the basis for determining the poverty-stricken villages and households to implement photovoltaic poverty alleviation?
All registered poverty-stricken villages can enjoy the photovoltaic poverty alleviation policy; The screening of poverty-stricken households for photovoltaic poverty alleviation is carried out through the evaluation of the village representative assembly among the registered poverty-stricken households. The most impoverished registered poverty-stricken households in the village are selected as installation objects, and reported to the poverty alleviation departments of townships and counties for review and confirmation. Through household surveys, phenomena such as favoritism towards family and friends are prevented.
6、 What issues should be paid special attention to during the implementation of photovoltaic poverty alleviation projects?
One is to choose suitable impoverished households, and selecting the extremely impoverished households that need support the most is the key point of photovoltaic precision poverty alleviation; The second is to choose a suitable installation site, which can adopt various site selection methods to ensure the maximization of income and poverty alleviation effects for installation households, and is also an important factor in reducing work troubles; The third is to choose a good installation brand, which can ensure power generation; Fourthly, it is necessary to install in suitable power supply lines and substations. The substation area after rural power rectification is more suitable for installation. Farmers who are close to transformers are more suitable for installation, and substations with high power consumption are more suitable for installation. At the same time, it is important to note that photovoltaic power stations should not be too far from the main line, as power loss will affect power generation efficiency.
7、 How to prevent non poverty-stricken households from using poverty indicators and squeezing poverty alleviation subsidy funds?
The poverty alleviation departments at the township and county levels are responsible for monitoring and comparing the registration information of poverty-stricken households, conducting qualification reviews on each household's application for installation, and conducting household visits to understand the current situation of poverty-stricken households.
8、 What are the requirements for the site and power supply line for implementing photovoltaic poverty alleviation projects?
The installation of village collective photovoltaic power stations requires a certain area of open land, barren mountains, slopes, etc. (excluding basic farmland and ecological public welfare forests), with no mountains, trees, or buildings covering the surroundings, close to the transformer, and sufficient transformer capacity.
Poor households can choose to install photovoltaic power stations on their own roofs with good lighting, in locations such as barren mountains and wasteland around their houses; If some impoverished households are not suitable for installation due to their housing structure, lighting conditions, etc., the village committee can coordinate and concentrate on site selection and installation. The number of installation households can be flexible and controllable. The installation site should be located in the power supply area and the line should be rectified properly, and the transformer capacity should be sufficient.
9、 How to raise funds for photovoltaic poverty alleviation?
Firstly, photovoltaic poverty alleviation should fully utilize credit funds and provide interest subsidies for poverty alleviation funds; Secondly, enterprises participating in poverty alleviation can provide project loans, and the poverty alleviation office can serve as a financing platform, using poverty alleviation funds to subsidize interest for enterprises. Thirdly, impoverished villages and farmers can raise part of their own construction funds; In practical project experience, distributed project loans are suitable for cooperating with rural credit cooperatives to provide small loans for villagers.
10、 How to distribute power generation subsidies?
When using the household one card to clock in to households, attention should be paid to the consistency of household information. The photovoltaic installation information of impoverished households should be consistent with the names of electricity users and one card households. It is generally advisable to distribute on a quarterly basis.
11、 What are the main responsibilities for the operation and maintenance of poverty alleviation photovoltaic power stations?
1. Responsibilities of the Operation and Maintenance Center: The operation and maintenance center must have a dedicated office space, equipped with dedicated operation and maintenance personnel, on duty 24 hours a day, set up a dedicated operation and maintenance hotline, ensure 24-hour smooth operation, and disclose it to all photovoltaic installation households in the county. The acceptance and maintenance hotline must have a complete record. Prepare sufficient operation and maintenance materials. 2. Responsibilities of the township operation and maintenance station: Establish a repair hotline to receive repair reports for the above-mentioned photovoltaic power stations in the township; General faults should be dealt with on site within 4 hours. If they cannot be dealt with, they should be reported to the operation and maintenance center for processing. The problem should be resolved within 24 hours; Participate in the determination of fault liability; Establish operation and maintenance records; Prepare sufficient operation and maintenance materials.
3. Responsibilities of village operation and maintenance personnel: Conduct inspections of photovoltaic power stations in the village four times a year; After receiving the repair call from the above-mentioned photovoltaic households in the village, they must be present for inspection within 4 hours and responsible for troubleshooting and handling minor faults.
12、 How to carry out daily maintenance for rural power stations?
(1) Maintenance of solar cell modules
1. Keep the lighting surface clean. If there is dust or other dirt, first rinse with clean water, and then gently dry the water stains with a clean gauze; Avoid wiping with hard objects or rinsing with corrosive solvents; When cleaning photovoltaic cell modules, they should be done before the sun rises in the morning.
2. The junction box of solar cell modules should be regularly inspected to prevent weathering. The packaging and terminals of the battery modules should be inspected once a quarter. If any phenomena such as opening, gluing, water ingress, battery discoloration, loose joints, disconnection, corrosion, etc. are found, they should be dealt with in a timely manner.
(2) Inverter maintenance
1. Regularly check whether the wiring of the inverter is firm, whether the insulation performance of the circuit is normal, and whether there is any damage, especially check whether the fan of the inverter is running normally.
2. After the inverter alarms and shuts down, it cannot be turned on immediately. Carefully check the cause of the fault and whether there is any component damage, as well as whether there is any breakdown or explosion phenomenon in the power module. After identifying the cause, restart the machine. When there is no confidence in restarting, it should be reported to the maintenance center, operation and maintenance station, or local power management station.
(3) Handling of other situations
1. If it trips due to rain, it is possible that the terminal is not tight. If such a situation occurs, it must be dealt with after the rain has cleared. Insulation tape can be used to wrap the terminal and observe whether it trips. If the tripping phenomenon continues, it should be reported to the maintenance center or local power management station.
On thunderstorm days, the air switch below the electricity meter should be turned off to prevent damage to electrical equipment. After the thunderstorm, turn on the switch again.
